Reports England Children's - New Feature for care leavers 'in touch' recording within workflow steps

We previously added a procedure to the report population process that inserts the in_activity_flag into the SSDA903_PERSON table. This flag controls whether a record appears in the OC3 file for the CLA return. The procedure checks if the person has a workflow step mapped to the ‘Child Care Leaver Contact 21+ workflow steps’ filter, and whether the form answer in that step corresponds to a form question mapped to the ‘Child Care Leaver Contact 21+ Date’ filter. We assumed that users would record "in touch" data whether the local authority's in touch with the child or young person, their main activity, and their accommodation type and suitability via the Care Leaver screen accessed from the person summary screen.

However, we've identified a limitation with this approach: users can only enter data within 180 days before or after the person's birthday using the Looked After > Care Leavers screen. Because of this restriction, there's a small window about 5 or 6 days when users can't record data through the Care Leaver screen.

To address this, we've prioritised an enhancement that allows users to record "in touch" data via workflow steps and forms. Although some development work has already started, we still need to complete additional functionality to fully support care leaver data entry through forms. Once finished, this will give users the flexibility to record data either via the Care Leaver screen or through identifiable care leaver contact workflow steps and forms. We're aiming to include this enhancement in Mosaic Reports 24.2.

The following logic will be used:

Children looked after return, Children Social Care, England

For care leavers aged 17 to 21 where the statutory return requires the contact must be within the three months prior to and one month after their birthday (which is after the date that they left care) the latest set of data will be used that falls into this period, and can be recorded via either the care leaver screen or a workflow step / form. The recorded date of contact will be used to determine the latest contact date.

For care leavers aged 22 to 25 the latest set of data recorded within the reporting period will be used recorded via either the care leaver screen or a workflow step / form. The recorded date of contact will be used to determine the latest contact date.


Children looked after survey, Children social care, Scotland

For care leavers who are eligible for aftercare on the user defined report parameter the latest set of data recorded within the reporting period will be used recorded via either the care leaver screen or a workflow step/form. The recorded date of contact will be used to determine the latest contact date.


Standard report, Care leavers

This report will return the latest contact recorded via the Care Leaver or via a workflow step / form which is equal to or prior to the user defined parameter
