The step contains an optional care package activity: Converted ACTCAREPACKAGE for BPC Adults - Carer Services Care Package (A)'
This issue's caused when you reopen a step with deactivated optional templates.
If a step uses templates as mandatory forms and at least one workflow step's been created, the template manager won't let you deactivate them.
However, if optional forms have never been used i.e., no actual forms were submitted through the workflow, the front-end lets an end-user deactivate the template.
We've made a change in Mosaic 22.1. Now, when you reopen a step with deactivated optional templates, it shows a user-friendly message. This message tells you that either the form activity isn't available anymore, or if the optional form is a care package type, that the step includes an optional care package activity.
