This is working as designed, the URI will run again when the step is reopened. The expectation is that steps will not be reopened after being closed for some time but we are aware this does happen regularly.
The behaviour works like the following:
If the field in the form is editable then the URI will not automatically update.
If the field in the form is not editable then the URI will automatically update from the front screen.
