Workers can edit personal relationships without permission

This is a bug and is fixed from Mosaic 22.1.0.0.

In versions from 20.1 and before 22.1.0.0, workers were able to edit personal relationships from the Person Summary Change button, without the required LEGACYPERDETAILS system function which allows access to the Personal relationships option from the Person Summary side menu.

From Mosaic 22.1.0.0. permissions to access, view and edit Person relationships are no longer controlled by the LEGACYPERDETAILS system function and are replaced by a new Person view permission for Person relationships.

On upgrade, worker roles with the system function LEGACYPERDETAILS will be given the View/Edit permission against the new person view permission for Personal relationships. Worker roles without the system function LEGACYPERDETAILS will be given the View permission only.
