This error might occur if workflow steps have been cancelled before all the costs for the proposals were fully processed.
We've got a fix script that we can run (or provide if you're self-hosted) to remove any residual data linked to these steps. These shouldn't appear anymore if the step was cancelled and the elements were only proposed.
