Prior to Mosaic 22.2.0.0, validation prevented deletion of a group Child Protection workstep if one of the subjects had a previous Child Protection registration and was not added to another registration as part of workstep. See release notes section 53 (MOS-20515) for details.

In versions earlier than 22.2.0.0 this could be the cause of the message if it is not thought to be appearing for a valid reason. In most cases, it is most likely due to complicated Child Protection workflow scenarios and can be managed using the standard delete Child Protection steps functionality see Child protection data change requests
