When you delete a row in the table within a repeating subsection, the row reappears after you save the step. This issue seems to be linked to another field in the same repeating subsection that contains a URI. If you remove the URI from the field in the form template and set it to the active version, you can delete the table rows in the step, and they won’t reappear after saving.
