You need to refresh both Mosaic and Provider Portal when copying from one instance to another. You can't refresh one without the other.
If you're a hosted customer and require a copy of your environment, please raise a case and reference the title of this article, with the following:
Name the environments.
Provide the environment's version number.
Specify the required copy date.
Which Provider Portal URLs linked to the Mosaic database do you want to refresh?
