This usually happens where the step has been copied from another step and the COPIED_FROM_WORKFLOW_STEP_ID in MO_WORKFLOW_STEPS no longer exists due to the subject of the step being deleted via person delete.
This issue has been fixed in Mosaic version 22.2.4.0.
