To make the Tools menu available, the CONFIGADMIN system function must be enabled in the user's primary role.
If the user has done so and the Tools menu is still not visible, then the main reason the Tools menu isn't available for workers with adequate permissions to their role is that they're using Act For.
When a worker acts for another worker, the Tools menu disappears, even if both roles have the correct permissions. Mosaic is designed to prevent any configuration changes when acting as someone else.
The CONFIGADMIN permission only works for the logged-in worker and their primary role.
