This is due to a 22.1.0.0 beta version of the Mosaic merge procedure being in place when the instance was upgraded to the 22.1.0.2 ear file only release. Once beta testing has been completed, the database should be deleted or overwritten with a fresh copy to avoid beta code being left in place at the time of the next upgrade.
If the database can't be copied afresh, this issue can be resolved by running the mosaic_merge_person_*.sql from the 22.1.0.0 final release folder on the affected database, this will drop the beta version of the person merge procedure and replace with the correct final release version. Please be aware there may be other errors caused by beta code when taking this approach.
