You can create a Portal user by following the below steps:
Open the Portal website.
Click on Create your account.
Fill in the required fields and make sure the password's secure and strong.
Click the Terms and Conditions link.
When the new window opens, let it load fully, then close it.
Go back to the account creation page and finish setting up the account by clicking Create account.
