Notes are lost when using the Bulk Assign function

This is working as intended.

With bulk assign, we need to give the opportunity to update the assignment note when reassigning and it would not work to try and do this for every item individually when potentially reassigning large numbers of items of work. You could add a note to say something along the lines of 'please check the assignment note history' if appropriate.
