We made a change to the populate script to adjust how workflow steps are ordered when determining periods for the CIN Census specifically, how steps marked as referrals and closures are handled. We removed the step start date from consideration, but when steps are completed historically and the workflow step IDs aren’t in the expected order, this can cause closures or referrals to be missed.
We've identified a fix that brings back the use of the step start date when ordering steps, and it’ll be included in a future Reports Repository release."
